for three of the seven people killed. 50-year-old gregly, his 82-year-old mother and her son william were remembered in a service in burlingame. a reception is in millbrae at the high school william attended. >> a new report suggest that is the explosion could be linked to tiny bacteria. that lives in the water and releases gases that can corode and break down a pipe. pg&e had said a small amount of water was found in tests in san bruno. n microbes were linked to a explosion in new mexico. it killed 12 people. tracy grant is live in san bruno tonight where she got an up-close look at the clean up look there. >> reporter: work crews just wrapped up for today. they are expected to return tomorrow from 8:00 to 6:00.

the county of san mateo is in charge and the county is not concerned about the cost. they say all they want is to help these families finally return home. >> it's awful. >> reporter: inez had to get a look at it. the spot where the gas pipe exploded two weeks ago where her granddaughter's childhood friend jessica died. >> she said i wish i could be more close to him now. >> reporter: morales was one of seven people killed. in three to four weeks this will be a blank canvas. what's left of the 35 homes gutted is cleared away. >> it's a sense of finality and a new beginning. >> for the county and the city is rebuilding and the steps homeownersville to take.

county environmental health service said what will exist in the space will be landing clean. once demolition and soil control are completed. they control environmentally hazardous dust that covers every inch of the area. that is a concern surrounding the blast site. the director said one person wants to look into getting an independent contractor. they said the county will try to provide resources for the homeowner, but won't be able to give them approval or financial help. these crews are working pain stakingly to get it right. if that means it takes longer, so be it. >> it's not a draw for the crews. >> they understand they are in somebody's home and dealing with individuals' property. >> the weather has been a big plus for these crews out here.

last week it was so windy. the warm weather tamed the wind and helped to keep the dust and debris from flying everywhere. tracy grant, nbc bay area news. >> thank you, tracy. stay with us for continuing coverage of the san bruno explosion. we also have a special section on our website, nbcbayarea.com. >> now to a developing story. a federal judge in san jose lifted a moratorium on executions here in california. a ruling that could put a man in the death chamber next week. the next execution is wednesday at san quentin. it would be the first in california since january of 2006, but the judge is giving that condemned inmate an option regarding the procedure. george kiriyama is live with more on this developing story. george? >> reporter: those against the death penalty are furious with

the judge's decision to allow the execution to happen. but the judge believes the state made the necessary changes to go forward. federal judge jeremy has given him a choice of how he wants to die. by a single injection or a three-drug method. the judge in the state should give brown another choice. life. >> we are asking that question. why now? why the rush to execute now? the attorney general is rushing this process and creating legal chaos. there is an enormous amount of uncertainties and serious questions that have not been answered. >> brown was sentenced to death for raping and murdering a 15-year-old in southern california. he will be the first inmate executed in almost years. the judge halted all executions in early 2006. take a closer look at the three-drug process and if inmates were suffering extreme pain during executions.

circuit to overturn the decision. live in san francisco, nbc bay area news. >> clarence ray allen was the last to be executed in the state in january of 2006. at that time the 76-year-old was the oldest death row inmate. he was convicted in 1980, ordering the murders of three people while in prison for another murder. a death of an inmate being restrained by officers is a homicide. isaiah downs weighed more than 300 pounds and that did play a role. he was cuff and forced to the ground and the sheriffs reportedly placed their weight on his back and neck, causing him to suffocate. police say they are still investigating and so far there have been no arrests. the family plan to file a wrongful death lawsuit. questions about mental competency could derail the trial against jaycee dugard's kidnapper. a judge suspended proceedings. lindsay paulo explain what is is

behind the move. >> phillip garrido is charged with kidnapping and raping with a buzz cut and a blank stare. they went on record questioning the ability to assist in his own defense and stand trial. she visited her home 20 times and reported her trouble in the meetings. >> when someone wants to go to trial for crazy reasons or not go to trial for crazy reasons that, person is not competent. that's what we are talking about. >> however, the district attorney said he is confident and garrido is confident. his own observations including the defendant looking away and seeming disinterested when his own lawyer talks to him are troubling. they suspended criminal proceedings pending a mental evaluation of garrido. it's an issue of fairness which

will not significantly delay a trial. >> in cases where somebody is seriously seriously ill, that delay is only maybe a couple of months. we are not talking about a significant delay in time. >> the next step will be determining the pram terse of the hearing. as the latest twist unfolded, garrido did not react. >> it didn't phase him. >> nbc bay area news. >> he will be back in court october 8th. his wife nancy's trial is still on track and is schedule for court a week from today. 15-year-old isaac brat died last friday after the driver of the car he was in spun out into the path of a tractor-trailer. four other students in the car were injured. the 16-year-old driver of the car has been charged with vehicular manslaughter and dui.

the 90s. 50s and 60s and some places in the foothills will see lows in the mid-sicks tonight. it will be mild as we get saturday started. the warmer start to the day and inland having no trouble getting into the 90s. we do have the spare the air day for the santa clara valley. that's where the worst will be set up going through the weekend. sunday, monday, and tuesday. more spare the air days for the area. the view shows you a lot of fog. you can only see a little bit of stratus clouds. warming air aloft that has broken up the marine layer and squished it down to the ocean. the only temperatures we are likely to see is off to the coast. the dome of high pressure strengthening all the way through the weekend. it looks like the second half will get close to record breaking temperatures. we are looking at 80s and 90s inland. a spare the air day for saturday and not be surprised to see that

fire. today lawyers started investigating former chief randy adams into the probe of the multimillion-dollar scandal. upon taking the job, adams declared himself disabled in order to receive tax breaks when he retired. four of bell's five elected officials are behind bars and the pay scandal with only one city councilmember is in the clear. that councilmember received a monthly stipend of only $620. it's a working weekend for state lawmakers who claim they are close to a deal to solve the $19 billion budget mess. we have the break down. >> legislative aides are crunching numbers. >> are we close to a deal? >> this is the first step. >> the spokesperson said he and the other big five leaders are not speaking publicly until they

case. lindsay lohan is being shown a little leniency. a judge just granted her bail with a catch. the actress violated her promotion when she tested positive for controlled substands last week. at a hearing the judge sent her back to jail and denied the application, but tonight he set bail at $300,000 payable only after she spends three weeks behind bars. the next hearing is set for october 22nd. >> every so often the miracle of birth is a complete surprise to mom. that's what happens. she and her husband rushed to the nearest hospital thinking she had an ruptured appendix. they all came up negative. i never had any eating rabbits that were different. i was astonished. i couldn't believe it. i was nervous coming over here
